Both will get you strong. If you have the space and budget go for the full rack. If you would have to wait for 2 years to Invest in a full rack and can start training now in a half rack, do that. Apart from that the bigger and stronger you are, the bigger your equipment should be.

Why rack pull instead of deadlift

 
You would use the rack pull instead of the deadlift to overload the movement. The partial range of motion can be used to either get more reps in with higher weight to target the lower back or practice near one rep max loads. This is a maneuver best fitting to experienced powerlifters and bodybuilders. Beginners are very likely to injure themselves.
