You would think that they are safer as they go through a smaller range of motion. However the likelihood that you will put too much weight on and the bounce from the pins make the rack pull an exercise which is more likely to blow your back out.

Both will get you strong. If you have the space and budget go for the full rack. If you would have to wait for 2 years to Invest in a full rack and can start training now in a half rack, do that. Apart from that the bigger and stronger you are, the bigger your equipment should be.
