Rack pulls are worth it for bodybuilders and powerlifters in specific scenarios. For bodybuilders when they could not get their traps and lower back bigger or more refined through good mornings and for powerlifters as a partial deadlift to get used to a big weight that they can't handle from the ground yet. Both scenarios apply to a very small percentage of the population, therefore, in most cases, go with Romanian deadlifts instead. Safer and needs less equipment.

A good rack would be the Rogue   RM4 or   TITAN rack  combined with the   Ohio or   Atlas bar. For the weights, I would recommend bumper plates or Olympic plates to save some money.

Rack pulls are safe as long as you do not go too heavy. As it is an exercise which makes it very tempting to go very heavy very fast, I personally would not consider it safe compared to other exercises.

Strength training, in general, might not be the best idea for your lower back, as is marathon running for your knees. Still, a sedentary lifestyle might be even more dangerous. Rack pulls can develop more muscle in the lower back area but have a huge risk of you getting ahead of yourself by going too heavy. It is just too tempting with the rack pull. A better alternative, in my opinion, is to do good mornings, as people usually have more respect for the exercise and therefore are less likely to overestimate what they can do.
